Admiral Group, one of the UK's largest car insurers, agreed on February 12, 2026, to acquire Flock, a London insurtech that sells telematics-based insurance to commercial vehicle fleets. The deal values Flock's equity at £80 million (about $109 million).
Admiral said it would pay for the acquisition from existing resources and credit facilities. The deal needed regulatory approval and was expected to complete in the second quarter of 2026. Admiral estimated the impact on its solvency ratio at less than 10 points and said it expected to remain well above its target levels.
Flock will become Admiral's telemetry fleet insurance offering, and its technology platform and team will form a central part of the group's fleet business. Chief executive Ed Leon Klinger joins the leadership team of Admiral Pioneer, the group's venture-building arm.
What Flock built
Flock was started by Ed Leon Klinger and Antton Peña and grew out of academic research. Fleet World dated its founding to 2015, while FinTech Global gave 2017. It launched its first real-time insurance product in 2020. The company insures fleets of connected vehicles, such as courier, haulage, taxi and rental fleets, and uses its own AI risk models, trained on hundreds of millions of miles of real-world driving data, to price policies.
Fleets that drive more safely during the life of a policy are rewarded, and drivers and managers receive real-time safety guidance based on live driving patterns. At the time of the deal Flock said it insured hundreds of connected fleets. When it raised its Series B in 2023, it reported more than 600 commercial fleet customers, including Jaguar Land Rover, car subscription company Onto and a third of the UK's independent Amazon delivery fleets.
“This acquisition will give us immediate access to a high-growth segment, proven technology and a scalable platform.”
Why Admiral is buying
Admiral's UK insurance business covers almost 6 million motorists, mostly private car drivers. Admiral Pioneer first partnered with Flock in 2024 to expand into commercial motor, and the acquisition brings that partnership in-house.
Emma Huntington, chief executive of Admiral Pioneer, said the deal would give Admiral immediate access to a high-growth segment, proven technology and a scalable platform. Peña said the combination pairs Flock's technology with Admiral's service and creates a broader offer for fleets and brokers.
Fleet World reported that Admiral was buying Flock through Admiral Pioneer. Insurance Age later reported that Admiral took over from Acorn and Intact as Flock's sole capacity provider once the deal was finalised.
The founders and the funding
Flock raised a $17 million Series A in 2021 from Social Capital, Anthemis and Dig Ventures. In February 2023 it raised a $38 million Series B led by Octopus Ventures, with CommerzVentures joining and existing investors Social Capital, Dig Ventures, Anthemis and Foresight Ventures taking part again. Social Capital is the investment firm led by Chamath Palihapitiya, and Dig Ventures is the family office of MuleSoft founder Ross Mason.
At that time the company said revenue had grown more than 30 times since its Series A, and it planned to expand into new commercial motor segments and markets and to more than double its UK team. Neither company disclosed Flock's headcount at the time of the sale.
GP Bullhound and Clifford Chance advised Admiral on the deal. Continuum and Osborne Clarke advised Flock.
After the deal
Admiral completed the acquisition after regulatory approval; FinTech Global reported the completion on June 5, 2026. Between announcement and completion, Flock entered the UK haulage market with a dedicated fleet insurance product and said it had signed up 20 customers to it.
The deal also widened access to Flock's taxi insurance, with eligibility extended to smaller operators. Klinger said Flock's mission had always been to make the world quantifiably safer, and that joining Admiral combined the group's scale with Flock's people and technology.
